Yes it is! I won a scholarship for $10k a year. It was a local scholarship using them as a platform.
It is legitimate, yes. We often receive 10–20 checks from one of the larger scholarship organizations, of which I process scholarships for at a Public 4-year institution. They have agreements with donors to handle the funds for the scholarships rather than managing them themselves.
