Can you update the section on JHU? It says they only offer partial merit scholarships, but they do have a full merit scholarship (though extremely competitive). Only two students get it each year.

University of Delaware offers full and partial scholarships through the Distinguished Scholars program. They don’t advertise it much, but applicants are automatically considered.

I’ll look into it. Do you have a specific link? I didn’t see it mentioned on their main scholarship page.
I spoke with an admissions officer at Syracuse. They do offer full-tuition merit scholarships to international students, but they are rare and for exceptional achievements.
