On the other hand, my dad has a stable income and supports me financially, even though I don’t live with him most of the time. However, he stopped child support the moment I turned 18.
I’m not sure if it’s right to claim low-income status on a scholarship application given my dad’s financial situation. I don’t want to be dishonest, but I’m unsure how these things work.

When applying for FAFSA, list your mother as your primary guardian. You’ll qualify for benefits due to her being a single, unemployed parent. It’s not dishonest—just focusing on the relevant part of your situation. Don’t feel guilty about securing the education you deserve.
Your income is determined by the parent who provides your primary support. Since neither parent is currently supporting you financially, it’s based on the parent you live with, which in your case is your mom.
