HELP! Scholarship essay doesn't have a prompt? What to write?

I’m applying for a scholarship, and I need to write 4000 characters supporting my application. But there are no instructions on what to write. I’ve already mentioned my past achievements in my personal statement, so I’m stuck on what else to include. Any ideas? Appreciate any help!
