Getting a full ride is never easy unless your stats are outstanding. In that case, many schools would be within reach.

In my school, grades are out of 20. I have 19.5/20.

I have a GPA over 100, yet some schools didn’t offer me anything, while others gave me over $30K. You need more than just grades. No offense, but 19.5/20 might not be enough on its own. Many people worldwide are even more competitive.
By transferrable, do you mean studying in one place and continuing in another?
Tuition waivers are another option, but they don’t always cover fees or books.

If you’re in community college, maintaining a 3.5+ GPA can get you into Phi Theta Kappa, which offers scholarships.

The All-Arizona Academic Team offers full tuition waivers at Arizona’s state universities (UA, ASU, NAU), and students can compete for national scholarships in the All-USA Academic Team program.
